MALAYSIA LOOKING FORWARD TO WELCOMING CHINA INTO CPTPP

As one of the pioneer members of the Comprehensive and Progressive Agreement for Trans- Pacific Partnership (CPTPP), Malaysia is looking forward to welcoming economic powerhouse China into the fold as early as 2022. The CPTPP is a trade agreement among Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. Malaysia is currently on track in ratifying the CPTPP, pending a detailed and clear mandate from the Cabinet.

DEVELOPMENT IN SLOPE AREA REQUIRES APPROVED EIA REPORT

The Environmental Impact Assessment (EIA) and approved EIA report are required for any development or land clearing in an area with a slope greater than or equal to 25 degrees but less than 35 degrees. An EIA and EIA report are also required for the construction of roads, tunnels or bridges traversing an area with a slope greater than or equal to 35 degrees.

GADANG SECURES RM100 MILLION DEAL

Gadang Engineering (M) Sdn Bhd, has secured subcontract works worth RM100.34 million for Central Spine Road Package 2 from Binary Vista Sdn  Bhd. The company will undertake demolition, site clearance, earthworks and access bridge to Kuala Berang, Terengganu.

GFM INKS JV TO UPGRADE HIGHWAY REST AREA IN MELAKA

GFM Services Bhd has signed a Joint Venture (JV) agreement with Amzass (M) Sdn Bhd to upgrade the northbound and southbound Bemban lay-bys in Melaka. Amzass has been authorised by the Malaysian Highway Authority to upgrade the facilities of the lay-bys, as well as to construct a petrol station on both sides of the proposed Rest and Service Areas (RSA). Expected to commence in 2022, the proposed two-storey RSAs with a combined gross floor area of 215,278 sq. ft. will have a larger commercial space with a variety of food and retail stalls, kiosks, outlets. GFM will construct petrol stations on both sides of the Bemban RSA and will own and operate these stations.

MAH SING LINES UP 10 PROPERTY LAUNCHES

Mah Sing Group Bhd is  planning 10 property launches in 2021 with the key focus being on affordable products. The new launches including eight new phases in various projects including Tower E of “M Vertica”, Cheras, remaining phases of “M Arisa”, Sentul, Phase 2 of “Cerrado Suites” and Tower B “Sensory Residences” at Southville City, Bangi, Phase 3 of “M Aruna” and “M Panora” in Rawang, serviced apartments in Southbay City, Penang and “Erica” in Meridin East, Johor Bahru. The group plans to launch two brand new projects which include “M Astra” in Setapak and “M Senyum” in  Bandar Baru Salak Tinggi, Sepang, which are both indicatively priced from below RM500,000, as the group intends to fulfil the pent-up demand for affordable homes.

GLOMAC PLANS RM282 MILLION NEW LAUNCHES IN 2021

Glomac Bhd is planning to launch new properties with an estimated gross development value (GDV) of RM282 million in 2021 as the group’s existing residential products are almost fully sold and economic restrictions are easing. One of the new launches is “Saujana Utama 5” in Sungai Buloh, whereas an existing product in the market includes “Primrose” in Saujana KLIA which was launched in early September 2021 comprising 123 two-storey terraced homes. Glomac handed over 103 units of its two-storey terraced “Acadian” homes in Saujana Rawang in 1Q21 and is also expected to make more timely deliveries for its “Tresna Teratai” homes in October 2021.

TAFI SIGNS JV AGREEMENTS FOR FIVE PROPERTY PROJECTS IN PAHANG

TAFI Industries Bhd has entered into five Joint Venture (JV) agreements to develop mixed housing projects in Pahang with an estimated total gross development value of RM621.5 million. The five mixed development deals comprise a JV with Pembinaan Alamku Sdn Bhd for a project in Chendor, a JV with Pembinaan I-One Sdn Bhd in Penor, and a JV with Kotamas Development (M) Sdn Bhd in Batu 14. Others include a JV with Pembinaan Alamku Sdn Bhd in Kampung Baging and a JV with Jaringan Fajar Sdn Bhd in Bukit Pelindung.

Launched in August 2021, the “Celyn @ Bayu Sutera” (first phase of Bayu Sutera) by Matrix Concepts Holdings Bhd in Bandar Sri Sendayan, Negeri Sembilan recorded a booking rate of 95% within two weeks. Priced from RM529,000, the 325 double-storey link houses recorded 61% of purchasers originating from Kuala Lumpur and Selangor, Negeri Sembilan residents comprised 26%, while the rest are from other States. Four layouts are available with large built- ups ranging from 2,142 sq. ft. to 2,478 sq. ft.

170 RUMAH SELANGORKU OWNERS GET KEYS TO UNITS

Owners of 170 Rumah Selangorku homes in Taman Alam Suria, Jeram in Kuala Selangor had received the keys to their completed single-storey units. A total of 1,300 applications were submitted in the middle of 2018 for the 170 units. Each house is 900 sq. ft. and was built at RM250,000.

PPAM PROJECT DEVELOPER APPOINTS SCIB UNIT AS THE MAIN CONTRACTOR

SCIB Properties Sdn Bhd has been awarded a RM137 million contract from Awana JV Suria Saga Sdn Bhd (the developer of the PPAM project in Muallim, Perak) to build housing for civil servants (PPAM), thereby replacing Puncak Gemilang Melati Sdn Bhd, whose appointment as the main contractor had been “nullified.”

PAN MALAYSIA CORP TO TAKE 51% STAKE IN A&W MALAYSIA

Pan Malaysia Corp Bhd has signed a sale and purchase agreement with Inter Mark Resources Sdn Bhd to acquire a 51% stake in A&W (Malaysia) Sdn Bhd for RM21.04 million. Inter Mark is the master developer and exclusive franchisee of the A&W franchise for Malaysia and operates the A&W chain of restaurants via its wholly-owned subsidiary, A&W (Malaysia) Sdn Bhd. As of 31st August 2021, A&W Malaysia operates 62 outlets throughout Malaysia, of which more than 50% are concentrated in Kuala Lumpur and Selangor.

BINA DARULAMAN SIGNS 30-YEAR CONCESSION WITH MOF AGENCY

BDBMBI Langkawi Ventures Sdn Bhd (a joint venture between Bina Darulaman Bhd and Menteri Besar Kedah Inc) has signed a concession agreement with Langkawi Development Board (LADA), an agency under the Ministry of Finance Malaysia (MOF). The concession agreement entails the development of premium and duty-free outlets, tourism  and  culture village, retail and food and beverages outlets, and boutique hotels, all under an eco-friendly concept. The project will be developed on 40.98-acres of land owned by LADA.

Development of Phase 1 dubbed as ‘Malaysia Designer Outlet’ where local fashion outlets, fusion-based restaurants with fine-dining concepts and coffee houses will be developed from October 2021 and is expected to be completed by July 2022. This phase will also underline the construction of 37 business outlets across 4.07-acres. Spanning 29-acres, the premium outlet forms part of Phase 2 and is expected to be completed by March 2024. LADA will grant the concession company BDBMBI exclusive possession and rights  over the  project  site  for a concession period spanning 30 years from 1st May 2021.

PERAK SEEKS NATURAL GAS BOOST FOR TANJUNG MALIM INDUSTRIAL AREAS

The Perak State Government is seeking approval from the  Energy  Commission  to  build  a natural gas pipeline network from Bidor to Tanjung Malim to serve Proton City and the nearby industrial areas. The 62 kilometre-long pipeline will be built at RM105 million from Kampung Kuala Bikam in Bidor to Proton City in Tanjung Malim.

LANGKAWI’S TOP HOTELS ARE FULLY BOOKED

Circa 60% to 80% of the five-star hotels in Langkawi were fully booked on the second day of the travel bubble and some of them, particularly those next to the beach were 100%  booked. However, booking rates for four-star and below hotels were still slow at approximately 40% as Kuala Kedah ferry services are still not operating due to the implementation of the Enhanced Movement Control Order.

The Pan Pacific Hotels Group will launch 13 new properties across 10 key gateway cities by 2024. In Malaysia, the group’s pipeline includes Parkroyal Collection Kuala Lumpur, Parkroyal Langkawi Resort and Parkroyal A’Famosa Melaka Resort, which are all lined up to open in 2022.

NEW DEVELOPER IDENTIFIED FOR BACHOK HOSPITAL PROJECT

Construction of the Bachok Hospital project in Kelantan, which was abandoned after the developer failed to complete it within the stipulated period, will be resumed soon. A construction company had been identified to complete the remaining 30% of the project within 24 months. The project commenced in September 2016 and was scheduled for completion in December 2020, but due to the worker and financial problems, the developer failed to complete the project on schedule.

Tanco Builders Sdn Bhd (TBSB) has received a RM172.66 million award from Onine Alliance (M) Sdn Bhd (OAMSB) for the engineering, procurement, construction and completion of a proposed land reclamation project in Melaka. The proposed reclamation of land measures approximately 48.56 hectares and is located in Mukim Tanjung Kling, Daerah Melaka Tengah.

HAILY SECURES JOHOR PROJECT WORTH RM24 MILLION

Haily Construction Sdn Bhd has accepted a letter of award from Gunung Impian Development Sdn Bhd for a terraced residential project in Tebrau, Johor Bahru worth RM24 million. Scheduled to commence on 15th October 2021 and due for completion by October 2022, the project comprises 159 single-storey terraced houses and Tenaga National Bhd sub-stations.

JOHOR BANKS ON HARD ROCK CAFÉ TO HELP REVIVE ITS TOURISM

The Johor State Government is banking on the opening of Hard Rock Cafe Puteri Harbour in Iskandar Puteri by December 2021 to assist in the  revival  of  the  State’s  tourism sector.  The 6,000 sq. ft. Hard Rock Cafe Puteri Harbour can hold up to 238 people and visitors would be able to enjoy the “Al Fresco” terrace area overlooking the harbour.

JOHOR, ECERDC TO DEVELOP JEMALUANG DAIRY VALLEY PROJECT

The Johor State Government and the East Coast Economic Region Development Council (ECERDC) has signed a collaboration agreement to develop the Jemaluang Dairy Valley project in Mersing, Johor. The project involves 275 hectares of land in Mersing and is annually expected to produce 5.1 million litres of fresh milk upon commencement of operations in 2023, thereby boosting national milk production by 11%.

GOING AHEAD WITH HILL PROJECT

The Penang Hill cable car system will go on as planned, with Penang Hill Corporation (PHC) giving assurance that it won’t affect its Unesco Biosphere Reserve listing. The Penang Hill Biosphere Reserve (PHBR) is divided into three interrelated zones: Core area, Buffer zone and Transition area. The Penang Hill main tourist and summit areas are located within the Transition Area. Spanning across 12,481 hectares, PHBR encompasses three terrestrial,  marine  and coastal ecosystems. It covers Penang Hill, Penang National Park, Penang Botanic Gardens, Teluk Bahang Dam, Ayer Itam Dam.

CONSTRUCTION WORK ON GURNEY WHARF PROJECT TO START AT THE END OF 2021

Construction work on the RM176 million “Gurney Wharf” project in Penang is expected to begin at the end of 2021. Scheduled to be completed by 4Q23, reclamation works for the project spanning 53 hectares has been completed. The two-phase project will feature a children’s play area, skate park, viewing deck, public toilets, promenade for pedestrians, hawker kiosks, retail areas, surau, landscaping area, recreation park and multi-storey car park.

CENTRE POINT SABAH UNABLE TO CONSTRUCT CONNECTION TO SKY BRIDGE

Centre Point Sabah will not be able to proceed with the construction of a connection linking its building to the KK Sky Bridge as a portion of funds for the shopping complex had to be repurposed for more urgent matters pertaining to the Covid-19 pandemic. The 440-metre Sky Bridge project worth RM31.5 million is equipped with escalators, an elevator for the disabled and 20 kiosks connecting Asia City, Api-Api Commercial Centre, Warisan Square and Oceanus Mall among other facilities. Construction of the bridge started in April 2017, but was halted in between works due to financial constraints. The bridge was eventually completed in 2021 and officially opened to the public on 9th September 2021.

TAIYO YUDEN EXPANDING SARAWAK PLANT

Japan-listed Taiyo Yuden Co Ltd will be injecting RM680 million to expand its multilayer ceramic capacitors manufacturing facility in Kuching, Sarawak. The investment was made via the company’s subsidiary, Taiyo Yuden (Sarawak) Sdn Bhd, and was another milestone for Malaysia as  the preferred hub for global manufacturers  and as an ASEAN gateway. The Kuching facility is expected to commence operations by March 2023.
